ADM William S. Sims, RADM Hugh Rodman, and the crew of the USS New York (BB-34) watch as the German fleet files into Scapa Flow in surrender to the British Grand Fleet on 21 November 1918. The ships were kept in anchorage with minimal German crews as the Paris Peace Conference tried to come to agreement on the fate of the ships. On 23 June 1919, RADM Ludwig van Reuter, fearing that the ships would be used against Germany, ordered the scuttling of the fleet.
