Admiral Leahy worked with Congressman Carl Vinson, Chairman of the House Naval Affairs Committee and Senator Park Trammell of the Senate Naval Affairs Committee to draft legislation that first met and then exceeded treaty limitations. Aircraft carrier USS Hornet and Battleship USS South Dakota construction were funded.
