In spite of years of mutual support, relations between the United States government and Panamanian leader Manuel Noriega deteriorated in the late 1980’s as information of the extent of his support for drug trafficking came to light. With the safety of United States citizens at risk, the Navy participated in Operation JUST CAUSE to protect them and the neutrality of the Canal Zone. After taking Noriega prisoner and restoring a democratic government, JUST CAUSE ended and Operation PROMOTE LIBERTY began to end drug trafficking to the United States through Panama.
