Admiral Hughes testified before Congress about the need for more light cruisers to meet treaty limits and the challenges from the expansion of foreign navies. Fifteen new light cruisers were authorized and five that were authorized in earlier years were added to the fleet, including USS Salt Lake City, commissioned in 1929.
