Admiral Arleigh A. Burke originally owned this reproduction of an editorial cartoon, which is a sardonic look at the 1947 National Security Act. The Act was a major restructuring of the military, creating a National Military Establishment, which after 1949 was called the Department of Defense. It split the Air Corps from the Army, making the Air Force, but following much turmoil, the Navy was not required to give up its aviation forces. Also, while the Army wanted control of all forces on land, in the end the Navy did not part with the Marine Corps. In the post-WWII draw down, there was competition for a limited budget, depicted by a nurse holding the baby “Budget” in the background. Behind President Truman stands Louis A. Johnson, second secretary of Defense with a rifle, illustrating the reluctance of the service chiefs for the merger. In the background stands James Forrestal, who served as first Secretary of Defense, and despite having done much of the background planning, ultimately had difficulty controlling the service chiefs and was replaced by the President
