The onset of the Great Depression and the strictures of the “Treaty Navy” were challenges during the term of Admiral Charles F. Hughes. In 1927, talks intended to extend tonnage limits to more classes of ships ended without agreements. Another meeting was held in London in 1930, which resulted in a treaty increasing the number of ships allowed for Japan and raising overall tonnage limits on cruisers, which benefited the United States.
During World War I, Captain Hughes commanded USS New York, one of the ships assigned to the Sixth Battle Squadron of the British Grand Fleet. In the late 1920’s he served as the Fourth Chief of Naval Operations, trying to preserve the Department’s strength during the post-war “Treaty Navy” and the onset of the Depression.
