Since 1923, the Navy had conducted annual large scale fleet exercises in order to test tactics and integrate new technology into operations. In the summer of 1935, the largest of these exercises, “Fleet Problem 16” was held, stretching between the coasts of Hawaii and Alaska. Seen as a rehearsal for an offensive in the Pacific Ocean, Japan countered by holding a fleet exercise of its own.
